This PR adds the new dnsaddr multiaddrs for browser bootstrapping peers per libp2p/js-libp2p#772 and libp2p/js-libp2p#782

Need to increase due to the addition of the dns-over-http-resolver module in multiaddr, which also comes with receptacle.

@vasco-santos @achingbrain it looks like we missed the update of these for the Node.js config, they should get updated there, that config is using some outdated Peer Ids.

yes, I will remove the SoL multiaddrs as well

Replaces `SoL-arnet` bootstrap nodes from Node.js config to the new `dnsaddr` per #3370 (comment) and libp2p/js-libp2p-bootstrap#98

These new addresses resolve into DNS TXT records with tcp and wss based addresses for each peer (with `ipv4` and `ipv6`.
