Raw Data Upload Tool

Develop a raw data upload tool/application to:

1. Data provider defines glider and deployment metadata
2. Data provider uploads raw glider data files via existing pathway
3. Raw data files are processed to DAC NetCDF specification
4. Auto registration of the deployment and push created DAC NetCDF specification files to appropriate location.

An additional benefit of the tool should allow data providers to curate/change metadata on the fly during deployment and those changes will be propagated to the data set in real-time.
