This has bitten me before as well - I always have to reread https://learn.microsoft.com/en-us/visualstudio/msbuild/target-build-order?view=vs-2022#determine-the-target-build-order

I'm working on tests for this and more, but just in case I never get that up, this makes the warnings actually work.
