Fixed registration of the pass with the new pass manager, so it can be launched through `opt`.

That fix was done to pass LIT test for old PassManager. Reverting it with enabling new one. This reverts commit d4627f2.

The purpose of this PR is to understand the current status of the new pass manager support at intel/llvm and to prototype and test fixes, so they can be outlined into separate PRs to fix those problems in advance.
