kubebuilder default scaffolding has moved away from kube-rbac-proxy use in favor of NetworkPolicies. Rework our operator deployment to follow that once the upstream kubebuilder work is finished.

Drop kube-rbac-proxy from the default operator deployment and add doc pointers how to configure NetworkPolicies instead.
