Cross-Links Sidebar Panel

Adds a panel to the sidebar to show how many cross/blocking links there
are. Clicking the panel cycles through the links, moving to the map to
each. Helpful when zoomed out over dense areas where links may be very
small.

This is awesome! But perhaps can this be changed it into a left sidebar button? Right side panel is becoming longer and longer 😞

Perhaps some future work for iitc could be to make expandable sections in the sidebar for each plugin, this might alleviate the 'clutter' problem.
