Support UCSC track hubs

Support loading UCSC track hubs. Possible flow would be to load the trackDB for the hub and use it to populate a selection widget to load individual tracks. Alternatively if a hub defines only a few tracks maybe there are all loaded. See discussion in issue #1089.

Tip from @maximilianh: "A basic version could be very minimal, shortLabel and longLabel, visibility and type are the most important keywords."
