Seemingly should be
https://www.ietf.org/rfc/rfc9110.txt
or better yet the HTML --
https://www.ietf.org/rfc/rfc9110.html

because RFC 7231 was obsoleted by RFC 9110 in June 2022.

The code has been corrected, but the correction has not yet been deployed. It will be deployed to production as part of today's outage. It may not make it to staging before then (because of the NZ timezone difference).
