This PR adds a script to do basic copyright notice checks, and will be used to add the necessary features in issue ietf-tools#7690. It reads the list of files from argv[] and exits with a useful return status. This PR also creates a copyright CI workflow

It reads the list of files from stdin or argv[], and exits with a useful return status. Use the -h flag for a terse summary. This PR also creates a copyright CI workflow

I wrote a tool for OpenSSL to update copyright comments automatically, https://github.com/openssl/tools/blob/master/release-tools/do-copyright-year
We could add it to our release process.
