But when they press it, they get "permission denied".

The button should only show up for the IRTF chair.

Same with the "Begin IESG Conflict Review" button. (which fails)

It also looks like they can push the button that sends the draft off to the RFC Editor. ???
But unlike the above two - this looks like it will actually succeed.

@csperkins - what is the desired behavior?

RG chairs should not get access to any of these three buttons. These are all IRTF Chair only actions.
