Reason

The mortar-based cohesive zone modeling capability was initially introduced in 2023. The code and input syntax need to be improved to enhance user-friendliness. In addition, the frictional cohesive zone model has not yet been implemented. Documentation and example cases will be added.

@jiangwen84 I tweaked the title of the PR to stop CIVET testing while you're in a WIP state. Go ahead and remove the WIP when you want CIVET testing. I also converted the PR to draft assuming it's not ready for human review yet. If it is ready for human review, please feel free to remove the draft state
