What does this PR do?
Updates all the evmVersions and set default evmVersion to latest. Also added test case for specific evmVersion
Where should the reviewer start?
other than solidity files, review all (skip .sol files)
Why is it needed?
Currently default evmVersion was outdated "BYZANTIUM", in solc the latest "LONDON" is the default.
