feat(client): change Resolve to be Service<Name>

Closes #1903

BREAKING CHANGE: The `Resolve` trait is gone. All custom resolves should
  implement `tower::Service` instead.

  The error type of `HttpConnector` has been changed away from
  `std::io::Error`.
