Low risk release housekeeping: updates version metadata and the scheduled CI workflow’s checkout ref, with no runtime code changes.

Overview
Updates the scheduled tests_latest.yml workflow to test against the v1.3-release branch instead of v1.2-release.

Bumps release metadata by setting CITATION.cff version to 1.3 and finalizing VERSION from 1.3.0.dev0 to 1.3.0.
