What does this PR do?
The main branch of Accelerate currently makes the CI fail: https://github.com/huggingface/optimum-habana/actions/runs/7907333063
This PR pins the current version of Accelerate to make sure that v0.28 will not be installed as a dependency when it is released. Install from main is also removed from CI till this is fixed.
