fea(): Diffuser upgrade to 0.33.1

What does this PR do?

This PR updates the diffusers version to the latest upstream one (as of fate) 0.33.1 https://github.com/huggingface/diffusers/releases

Tests

The following tests have been conducted on 1.21-548 driver/container. The results are all passing.

• CI tests for: diffuser's pytest, stable-diffusion, stable-diffusion slow on
  • G2 (CI#157)
  • G3 (CI#57)
• CI tests for stable-diff/README on:
  • G2 (CI#529)
  • G3 (CI#242)
  • for these tests on, the README from PR Update readme files for explicit lazy mode #1921 is used.
• CI tests for stable-diff/training/README on:
  • G2 (CI#530)
  • G3 (CI#245)
  • for these tests on, the README from PR Update readme files for explicit lazy mode #1921 is used.
