update to UDP Limit Rate to fall inline with HFSC Low Prio, also update PFIFO to use GAMERATE inline with bfifo

in tesing smaller PFIFO queues seemed to perform better, and AF11 with now fall into HFSC low prio inline with orignal HFSC Script

In principle, I also agree that we should use gamerate for the calculation of PFIFO, but the problem is that this is how it was already implemented in Daniel’s original script, and changing it now would mean altering the default value for all users. Honestly, I don’t want to take that risk, since QoSmate users are very sensitive to such changes.

For BFIFO, I did use gamerate. That didn’t exist in the original script... I introduced it myself.

But as I said, I’m cautious here (although there is a slight safeguard) and would rather not change anything, because it could maybe lead to undesirable effects, especially at lower bandwidths.

If you want to set a lower PFIFO limit, you can simply adjust the options parameters accordingly to reduce the limit. It would be interesting to hear what @dlakelan has to say about this.

in the original HFSC script Low prio was cs2, (changed to cs0 currently) changing this to af11, will now fall into low prio when using HFSC but also when using cake would put it into best effort tin, (same as cs0), in cake diffserv4, cs2 would fall into video tin.
