Lock GitHub Action runner due FFI compability issue

Proposed change

GitHub Actions switched to Ubuntu 20.04, which causes:

There are multiple reports out there; that mainly consists of workarounds. Reverting the recently upgraded runner version seems to be the quickest solution for now.
