Add Legrand Home+ Control Integration document

Proposed change

This adds documentation for the Legrand Home+ Control integration that I am proposing to add to the Home Assistant core. This integration connects Home Assistant to the Legrand API ("Works with Legrand" platform) that can manage "Legrand/Bticino with Netatmo" products.

Thanks. Yes, the naming is expected to change to home_plus_control based on the core component code review. I will be making the change to this documentation file as soon as I complete the code refactoring.

Note that the component has been renamed home_plus_control (instead of homepluscontrol), so the markdown filename has been modified to reflect this as well.
