Update intl-messageformat (and remove @polymer/app-localize-behavior)

Proposed change

Updates intl-messageformat, to support plurals better (and probably more, but a clear changelog is hard to find.) and remove @polymer/app-localize-behavior since it is no longer used.

Tested and looked fine 🤞
