Move manual configuration of MQTT device_tracker to the integration key

Proposed change

Move manual configuration of MQTT device_tracker to the integration key.
Under the integration key the current discovery schema will be applicable for the new situation.

This is an addition to #71676 and adds the device_tracker platform
