Bump devolo-home-control-api to 0.18.2

If you have a weak connection to the devolo Home Control central unit (e.g. because using powerline), the local websocket might disconnect with leaving three errors in Home Assistant's logs just to reconnect in the background and to continue working as before. This MR silences the reconnect process.
