Refactor Plugwise select and add regulation_mode selector

Refactor select.py to allow for easy implementation of more selectors.
Add a regulation_mode selector, only available on the Adam.

Should we also remove the line homeassistant/components/plugwise/select.py from .coveragerc so we can create a test-file later?
Or does this result in the blocking of this PR?
