Fix FOREIGN KEY constraint failed when removing state_attributes

Proposed change

• The original implementation attempted to
  use the entity_id or last_updated index to speed up the query
  and calculate the attributes_id s to be removed before removing
  states. As there is already an index on attributes_id and we can wait
  to check for unused attributes_id until after the states are
  removed, there is no need to do this and it only made things more complex.

• Simplify the removal selection process by only checking
  which state attributes to remove after the states table
  has been purged.

• By checking only the attributes_id, this eliminates
  the risk a foreign key constraint failure.
