Bump devolo-plc-api to 0.7.1

Proposed change

Bump devolo-plc-api to 0.7.1 to be able to add a useful button platform some day, to get a bit stricter type hints (so that we can hopefully remove some of the ignore tags in our integration) and to fix an issue with one of the upcoming binary sensors (#60301).

Additionally I assume it's needed for NixOS/nixpkgs#153406.
