Update pylutron-caseta to 0.10.0

This updates pylutron-caseta to 0.10.0, which adds support for:

• PD-15OUT outdoor switch
• RA2 Select fan controller

I have a PD-15OUT outdoor switch, and can confirm that simply updating the dependency adds it to Home Assistant as expected. I do not have an RA2 Select system to test the new fan controller to see if it operates as expected.

I can test on a RA Select2 (just not the fan part)

The change is only a mapping so it should be fine
