Bump ZHA quirks library

Proposed change

This PR bumps the ZHA quirks library to 0.0.56. This is to correct issues with Hue dimmer remotes introduced by the last release. Release notes: https://github.com/zigpy/zha-device-handlers/releases/tag/0.0.56
