Use pylutron_caseta 0.7.1

This fixes two problems with occupancy groups (motion sensors) that were reported in pylutron_caseta 0.7.0 used by the recently released Home Assistant 0.117.

1. For certain users that do not use occupancy groups, the integration would never initialize. Why some users have this problem and I do not I do not know, but @sneelco figured out the problem on his system and submitted a PR. I don't know how many users are affected beyond the two that have already posted on the ticket.
2. For all users that do use occupancy groups, the occupancy groups would not change from their initial state in Home Assistant, and errors would be logged every time the actual occupancy group state changed.

This should probably be backported to 0.117.2.
