Folded in the REQ-0098 (#342) approved -> verified status change (commit 6fef073) that the original 2026-07-26 sync run dropped but the 2026-07-25 run (#877) had captured. This PR now covers the full delta and #877 has been closed as superseded.

Validated by applying schema.sql + seed.sql + migrations 001–010 against a scratch SQLite DB: all apply cleanly and the end state is REQ-0098 verified (v2), REQ-0099 verified (v2) with impl details, and REQ-0157–0159 created.

Human review still required: confirm REQ-0098 (#342), plus the 3 new issues, are genuinely past "Refined Tickets" on the CaTH Kanban — board access was unavailable to the sync job.
