hidden popup items after (Improve popup position #10257)

Summary

after #10257 the last 2 popup items are hidden, so if we have 4 popup items, only 2 are shown, if we have 3 only 1 is shown, if we have 2 an empty box is shown and if we have 1 part of the box is shown.

Reproduction Steps

in a rust file when i perform code action

I expected this to happen:

popup-before.mp4

Instead, this happened:

popup-after.mp4
