[flux] make the flux controller namespace configurable

Fixes #182

Two steps required:

• register plugin settings for configuration of the flux controller namespace
• use the configured namespace in the initial check if the flux controller is installed

I don't know where the initial check for the flux controller happens so I don't know how to go on :/
