Use an unique install/stack.yaml

• @sir4ur0n commented that maybe he hit some problems related with Cabal dependency, could you try this to see if they are reproduced?
• I've tried several install commands: help, hls, hls-8.6.5 and open the library modules in vscode and it has worked fine
• Not sure why a shake.yaml was used at first place when the install script was implemented in hie

It seems shake.yaml was in the top project dir and it had to have other name that exisiting stack.yaml: haskell/haskell-ide-engine@d670f5a#diff-acf4632f88f7ef2c4e939c188374c569
