How about requiring cabal-install-parsers >= 0.4?

Maybe, but I cannot judge the implications of taking away previously valid configurations. I do not have any domain knowledge about the bootstrap process.
Feel free to push more commits to this PR / take it over.

Bump
cabal-bootstrap-gento GHC 9.2.4 ecosystem.I ran
cabal outdated, relaxed upper bounds, and then took away these highest versions which were not picked up bycabal build -w ghc-9.2.4(according tocabal-plan).Also polished README a bit.
