Description

This PR updates the raft-autopilot dependency from v0.2.0 to v0.3.0. We are doing this to pull in a fix for an issue described in VAULT-21282, which was fixed in hashicorp/raft-autopilot#55. This change intends to fix an issue with Autopilot redundancy zones, so the changelog will be added on the ENT side.
