This PR sets up the configure route for the LDAP secrets engine. In the scope of this work it was discovered that the
fetch-configdecorator from the kubernetes engine could be generalized and used in the ldap engine and future engines that continue this pattern. The decorator was moved to the core addon for wider use and converted to typescript with tests added.
