Show existing keys, issuers on PKI import #20441

When importing keys and issuers which potentially already existed, it wasn't possible to discover the existing identifiers. This exposes that information, which is helpful when private keys are imported again but their issuer counterparts are not.

Note this doesn't do any correlation of indices/PEM blobs.
