This PR replaces the old Slack channel id in our release tooling configuration with the new one.

Companion PR https://github.com/hashicorp/terraform-releases/pull/207

Target Release

1.15.x 1.14.x 1.13.x

Rollback Plan

  • If a change needs to be reverted, we will roll out an update to the code within 7 days.

I was originally going to suggest adding the channel name as a comment but then this is a public repo and so maybe not really appropriate.
