temporarily require manager approval for go.mod changes

As discussed internally this adds additional protections to ensure we do not make any changes in go.mod during the temporary dependency freeze around Hashiconf.

As written now this uses my github user directly. If anyone feels strongly about avoiding that we could create a new group that I am the only member of and go that route.

This also references the file directly. If someone has a better / preferred pattern I'm happy to change it as well.
