Changing private IP addresses for an ENI forces a new resource

When the private_ips property of an aws_network_interface resource is changed - it forces a new resource.

This is unneeded - and could be achieved by "diff-ing" the private_ips property and using the API calls:

• AssignPrivateIpAddresses
• UnassignPrivateIpAddresses
