New resources: azurerm_web_app_slot_hybrid_connection and azurerm_function_app_slot_hybrid_connection

Description

This PR provides new resources azurerm_web_app_slot_hybrid_connection and azurerm_function_app_slot_hybrid_connection which complement the non-deployment slot resources azurerm_web_app_hybrid_connection and `azurerm_function_app_hybrid_connection.
