azurerm_data_factory_integration_runtime_azure - support AutoResolve for the location property

After using AutoResolve location, there's only one auto resolve integration runtime.

Thanks for this PR.

Taking a look through whilst this is one approach to solving this issue - unfortunately this means this value would be valid for all resources (when it's not as far as I can tell?) - as such can we instead update the validation for this specific field instead?
