Support assign_generated_ipv6_cidr_block on aws_default_vpc

Description

I want to be able to attach an ipv6 cidr block to the default VPC.
Right now I have to do it through the Console/API.

I could create a new VPC through terraform with it enabled, but it seems a bit overkill when I only want to change one setting.
