Bump terraform-schema & hcl-lang

This PR brings in the latest updates from terraform-schema and hcl-lang.

terraform-schema:

• Fix Terraform version for skip_s3_checksum (s3 backend) terraform-schema#303
• backend/s3: Reflect SSO endpoint override terraform-schema#302
• backend/s3: Reflect new proxy settings terraform-schema#301
• Add skip_s3_checksum attribute to s3 backend terraform-schema#295
• Update version resolution for empty constraints terraform-schema#296

hcl-lang:

• decoder: Add support for conditional expression hcl-lang#326
• decoder: Support template expressions hcl-lang#322
• Improve traversal completion for lists, tuples, and sets hcl-lang#344
