Description
This PR adds documentation associated with the following updates in Consul 1.16:
As part of these updates, we determined that the salient topic for these changes is automating failover procedures. While these features aren't necessarily tied to failover, a lot of the functionality is described within that context. In future iterations, we can describe additional use cases for the features, but given the time constraints, this made the most sense.
Also, some of the new content links to forthcoming sameness groups documentation by @boruszak. Some broken links are expected.
