Backport

This PR is auto-generated from #16350 to be assessed for backporting due to the inclusion of the label backport/1.15.

The below text is copied from the body of the original PR.

Description

Previously when synthesizing an ingress discovery chain from API Gateway primitives, we weren't properly fixing up the discovery chain to allow for targeting service splitters, which we support today in our Kubernetes solution. This fixes this, allowing the use of virtual splitters in a service target inside of an HTTPRoute.

PR Checklist

  • updated test coverage
  • external facing docs updated
  • not a security concern
