Sync the latest updates for the support/HAFS branch as of 08/10/2021 into the hafs-community/GPLOT repository (to support the HAFS submodule GPLOT)

Sync authoritative branch (support/HAFS in ghassan-alaka/GPLOT repository) into the HAFS branch (support/HAFS in hafs-community/GPLOT repository) as of 08/10/2021. The support/HAFS branch in the hafs-community/GPLOT repository is the authoritative branch for the HAFS submodule GPLOT (sorc/hafs_graphics.fd/hrd_gplot). All updates are minor. This PR is meant to provide the most up-to-date version of GPLOT for syncing with the HAFS/develop branch.

This PR provides the following updates:

1. Stricter search for ATCF files for the GPLOT module Stats.
2. Update the Python Anaconda location in all modulefiles.
3. Fix the experiment name for HAFS-D in ./tbl/ExptInfo.dat.
4. Add flexibility to avoid a fatal NCL error when a graphic can't be produced.
