The five #9784 rows (BootArtifact/IntakeLinuxEnvironment/IsoImage relocations) were consumed by their own merge and now report stale on every unrelated PR (observed on gunbc#9792 run 33398398650, 5 stale admissions after verdict=FloorClean). Removed by their own dissolve-on trigger; roster returns to empty, fail-closed.
