Measured on gunbc#9746 (run 33312973854), gunbc#9743 (run 33313128325), and independently on session/calm-pike-248 (run 33313218281); merging current main into a branch does not clear it.This is the roster working as designed, demanding its own shrink: the A1-R relocation stack merged, so base and head both carry the relocations, no PR can produce those deltas, and the rows' authored trigger fired — the const's own doc comment says "a stale row here refuses every unrelated PR in the repository" and prescribes removal. This is the SIXTH such dissolution in the ledger comment; the receipt paragraph is appended in the established pattern.
NAMESPACE_TRANSITION_ADMISSIONSis now&[], which is not permissive: a run carrying a real namespace delta still refuses as UNADJUDICATED until its author adds a row.Data-only change (58 literal rows removed, one receipt paragraph added); remote cargo check clean, fmt clean, no clippy findings in the touched file.
