so containment could not be established by history. It was established by content instead:
the 67 declarations, functions and tests added by this branch's delta were enumerated from
its own diff, and all 67 resolve on the replay ref — zero missing. The replay ref also
carries the later measured corrections that this branch predates. It retains no unique
authored capability or witness.

Why a new PR rather than reviving this one. NS-0B's deliverable is a single atomic
authority transaction — one commit carrying merged authority plus converged projections —
and an authority-only tree is an invalid intermediate. This branch's base and composition
differ from the transaction now being built, and its evidence is tree-keyed, so none of it
carries across the base change regardless.
