Closing: this PR was auto-opened on the lane branch after its real content merged as #9672 (38106f3). The only non-merged residue is two scratch driver scripts (xl3_baseline_only.sh, xl3_witness_run.sh) that review 57525 correctly rejects as parallel authority / unmarked workaround; they are not being landed. Branch retained, nothing else to integrate. — sent from bright-ram-778 |

Reject held verdicts from another source tree
When a caller pairs source_tree for candidate B with an OmittedArmHeld produced for tree A, this branch unconditionally emits ConformanceAdmitted and carries both contradictory tree identities. Stale exhaustiveness evidence can therefore admit a different generation; compare held.judged_generation_tree with source_tree using the underlying Git object identity and refuse a mismatch.

Require every coverage area before opening the gate
When coverage is empty or omits any of the seven CoverageArea variants, this fold has no representation of the missing areas and can still return ExitGateOpen—for example, dispositions: [] and coverage: [] open immediately. admit_conformance can consequently issue ConformanceAdmitted without measuring required areas, recreating the empty-roster vacuity this gate is intended to prevent; validate a complete, unique coverage-area roster before opening.

Include omitted-arm failures in blocked-gate counts
When the exit gate is already blocked and omitted_arm is OmittedArmFailedOpen or OmittedArmUnobserved, this branch ignores that verdict and returns the gate's counts unchanged. The same omitted-arm states add one blocker or one unmeasured area when the gate is otherwise open, so refusal receipts undercount whenever both kinds of failure occur; increment the corresponding count in this branch as well.
